question:
who is responsible for promotion and which points must be fulfilled to become promoted ?

the admins are responsible for promotions, you have to prove yourself worthy by making chops, the admins decide wich level you are and if they think you are better than the rank you are then they will promote you and if they think you are worse they will de-promote you

@vladiwosok, just keep being active in the forums and posting new chops, and most importantly keep your profile up to date. As staff, we are constantly checking both the forums and the profiles and promoting/de-promoting members accordingly! If you feel you should be promoted but we haven't seen your work, you can always feel free to contact one of the staff and we will go check it out and review your profile.
