Sounds like you've been up to something you shouldn't have which is why your ISP has blocked access. Going through a proxy probably wouldn't work anyway as it's not your network that's blocking you, it's your provider. Even if you managed to find a way to still access Facebook, your provider will know and you'll be landed in even more shit than whatever caused you to be blocked in the first place.
