Don't let the fact that it was made in software that is also capable of producing raster images throw you off. The capability to produce raster images in the same software doesn't take anything away from it being a vector image if only vector tools were used. The image acts exactly like any other two dimensional vector image and, as in any other vector image, is made of points on x and y space connected together to make up the shapes. Even though it was made in Photoshop the image type by definition is exactly the same as it would be from a vector software. Just the tools and the software interface are slightly different.
