If it's a firewall issue, then it's not related to the forum ACP. I know in some forum boards there are IP blocking sections. But again that's unrelated to the actual server firewall(s) that may be in place. It's more so just there so Admin can block specific users a bit more effectively, rather than just by their usernames/emails.
Firewalls will be governed and controlled by your Hosting provider - it really is up to them to sort that out, besides you won't have access to the firewall config to do so anyway.. Unless you have a VPS that is.
Maybe through cPanel there is something like an IP blacklist or something..? I'd say looking for those kind of settings in cPanel is your best bet. I know you said you already had, but other than that if it actually is a firewall issue, it'd be in the hands of the hosting provider you're with.
