Every time I make a perfect wheel arch, it doesn't go on to the next selection.

Seeing there is no pentool in gimp, look up and learn to use the paths tool, for smoother arch sections.
At the moment the arches are really jagged / badly cut.
Keep on practicing and try to improve more each time!

OK, So use the path tool instead of the free select tool.
