If he's a respected member with a substantial amount of posts I don't see how it shouldn't be a legit offer Although I would look into webhousing and stuff before I'd go ahead and get me a website, as he might offer hosting including in the package with a fee or something.

Yea I've asked around. Turns out the guy's work is legit and been in the industry for a few years.
But he's trying to overcharge me for hosting and he's practically making the website from scratch, but afterward he's not giving me the codes/ css/ html's afterwards, meaning the smallest changes I want to make will cost me an arm.
