because, lot of people learning, and passing exams at this time...and no time for chopping. I think with this problem faced lot of chopers, and we included too...

* "At least ONE member of each team must vote..."

therefore, it's an obligation !!
what's happend if this rule is not followed,
because at this time, only 4 TEAM complied with this rule in Round 3/division 2 ?
