So what if people in the lower showrooms get lower scores? When everything's scored in a linear fashion (1=shameful, 10=hof) people get a consistent score and this way it's most likely that the most recent (done with most practice from previous works) gets the higher score. If not, there might have been something that was done better in the previous one that got a better score.
Of course that is also speculation since a thing such as giving a numerical score based on multiple factors (car brand and model preference, presentation and execution, amount of details, type of details, overall style preference, relationship between chopper and voter, time of day and what not) can't be governed with rules or guidelines. You can try but it all comes down to how the voter sees the work individually.
If you feel a chop is worth 6 stars, give it 6 stars. Simple as that.
