There is numerous competitions or tv shows where when you win then you need wait for example few months or years to be able to participate again... but by the way it is the best thing to do participate in competition when PRO artist which could be paid for his arts came into competition where are mid or novice artist, even he won last year... I dont like this kind of "strategy". But again it is up to guys which created comp

I dont agree with that for two reasons, the guys that posted this competition did it for a specific reason and that was to find the best artwork to represent (what ever they plan to do with it) so the best of the best is what is needed.

and secondly, i first came across Hugo back in the Digimods days and i know exactley were he came from in regards to digital design, how mutch effort he has put in over the years and how much he has progressed so really if he wins again its only due to amount of time and dedication he put into being where he is now, and i think..that is well deserved.
