Nah, I don't think this rule needs to be here. I think it was originally created back when the voting system was first in use a few years back, as it'd be unfair if someone voted, as they couldn't vote for their own team, and so would miss out on votes. Another reason is possibly to ensure we have a certain number of votes, (we should have 63 votes if one person from every team voted, we currently have about 30). But as long as we have plenty it shouldn't be a problem. It's an interesting one actually. Will have to speak with HUI for more details.
It has to be there, because some of the teams have already voted. If there's no "one must", they made themselves -10 to -5 points with the others. That's not a good idea. If some teams are near to other...
I'm still intrested how you compare the teams between the divs.
Because there is one div with 2 teams and another with 6.

Am I not allowed to vote for my team or my country? In Div 8 there are 2 chops: one is from Turkey (or whatever) and one is from Italy. At least one member per team must vote, right? What do I have to do?

Yes you do.
You will have to vote for the other team,
When you do this their team get 10 points, your team gets ~9.9 points
