The lights around the car - just brushed a white line and added the layer effect of 'outer glow' with a nice blue colour. Thank ToMiii for this technique.

By the way, it would be the place to add a man who held the light around the car. (mainly the camera lens captures the outlines of a person at the time of the photo)
As for the colour, I did just brush the turquoise colour first, but along the divide between light and dark changed the brush settings to 'noise' which makes a soft brush 'noisy'. Then I duplicated the layer, added 1% noise, and played with the layer modes, erasing the darker areas so that a nice colour was brought out.
As for the Idea of the man - I was hoping he'd be moving too fast for the lights to illuminate him
If there was a very long shutter speed and small aperture I think this would work
